Infill Infrastructure Grant Catalytic Program – California Department of Housing and Community Development

City, county, or public housing authority that has jurisdiction over a Catalytic Qualifying Infill Areas (CQIA). A metropolitan planning organization may participate as a co-applicant.
Eligible costs include, but are not limited to, the creation, development, or rehabilitation of Parks or Open Space; water, sewer or other utility service improvements (including internet and electric vehicle infrastructure); streets; roads; Transit Station Structured Parking; transit linkages or facilities; facilities that support pedestrian or bicycle transit; traffic mitigation, sidewalk, or streetscape improvements; Factory-Built Housing components; Adaptive Reuse; and site preparation or demolition.
Applications are accepted over the counter through December 20, 2023, no later than 4:00pm PT.
$94 million available in FY 2023-24.
Small Jurisdictions have a Maximum Award Amount of $7.5 million, and a minimum of $1 million.

Strategic Partnerships are intended to fund planning projects that partner with Caltrans to address needs on or connecting to the State Highway System (SHS), while the transit sub-category will address multimodal planning projects that focus on transit.

$1.5 million is available for the FY24/25 cycle. The minimum award is $100,000, and maximum award is $500,000.

Community Facilities Direct Loan and Grant Program – U.S. Department of Agriculture

Public bodies, community-based nonprofits, and federally recognized tribes.
The purchase, construction, and/or improvements to public waste disposal facilities, public water facilities, sanitary sewerage, solid waste disposal, and storm wastewater facilities.

Infrastructure State Revolving Fund (ISRF) Program – California Infrastructure and Economic Development Bank

Cities, counties, special districts, assessment districts, JPAs, and nonprofits.
Local streets, highways, drainage, water, sewer, waste, transit, parks, and other public utilities and facilities.
Applications are accepted on a continuous basis. The ISRF Board considers applications at monthly meetings.
$50,000 – $25 million loans, with terms for the useful life of the project up to a maximum of 30 years.
